A major Finnish electricity provider wanted to scale AI safely: increase development productivity and meet EU AI Act requirements without slowing down the business. Our Senior Data and AI Strategist helped design an AI Office and a company wide AI operating model with integrated AI enablement and governance.
AI Value Bottlenecks
Multiple business units and central functions operated separately with different levels of AI and data maturity. This made it difficult to establish consistent enterprise-level development practices and governance.
The AI development process was fragmented, business value was inconsistent and bottlenecks appeared when moving ideas from innovation to delivery and operations. In addition the organization lacked clear AI leadership structures, unified operating model for AI and the AI governance process required redesign and implementation.
Together, these issues slowed the company’s ability to deploy AI at scale and limited the business impact of ongoing initiatives.
Solution: AI Office and AI Operating Model
Arked assigned a senior AI & Data Strategist to assess the current state, define the target state and identify priority gaps. Together with the client, we designed a company wide AI operating model covering three key areas.
1. AI leadership and steering
We defined an AI Office with enablement and compliance functions and clarified key internal roles and responsibilities, such as Head of AI Office and Lead AI Architect. The AI work was started to build alignment with the company’s digital strategy and top leadership.
2. AI enablement and development
We designed an improved end to end AI development flow from idea to production, embedded into the existing development process, and clarified roles and boundaries between central and distributed development teams.
Also a dedicated, time bound GenAI task force was set up to accelerate AI adoption and support other teams.
3. AI compliance and governance
We updated the AI compliance function, led by legal and working in close cooperation with business and technology. We also documented requirements for supporting governance tooling to make compliance practical in day to day work.
Outcomes and next steps
The work resulted in a company-wide AI operating model, an AI Office concept with clear roles and responsibilities and an updated AI compliance model with practical requirements for governance tooling.
The new AI Office was established during 2025 and started implementing the AI operating model and roadmap in phases, focusing first on the most business critical AI initiatives.
